Warmer Homes programme
What is the Warmer Homes Programme?
Portsmouth City Council, in partnership with 22 other local authority partners, has secured funding through the Home Upgrade Grant (HUG) Phase 2 scheme, administered by the Government’s Department for Energy Security and Net Zero (DESNZ), to offer funding to provide energy efficiency upgrades and low carbon heating to qualifying off-gas homes.
How the Warmer Homes Programme works
The programme is open to owner occupiers and private rental tenants only. Funding is not available to local authority or housing association tenants. If you are in a private rental property, then permission and a financial contribution from the landlord will be required and the landlord will be contacted about this following the application.
Funding is available until March 2025, so be sure to get your application in now to ensure you don’t miss out.
Are you eligible?
If you meet the following eligibility criteria, then please apply now.
You may qualify for the funding if the following statements apply:

Your home has an EPC rating of D, E, F or G (you can check your home’s EPC rating here: www.gov.uk/find-energy-certificate)
And either:

You have a total household annual income of £36,000 or less (before housing costs/bills)
Or:

You have a total household annual income of £20,000 or less after housing costs (mortgage/rent and council tax)
Or:

You receive a means-tested benefit.
Or:

Your home is within an LSOA (Lower Super Output Area) 1-3 postcode area (you can check which IMD number your postcode is in here: https://www.fscbiodiversity.uk/imd . Enter your postcode and click ‘Search IMD’)

What energy efficiency measures are available?
The Warmer Homes programme offers a variety of fully funded energy efficiency measures. There is currently funding available under the programme for measures such as:

Solid Wall Insulation (external)

Solid Wall Insulation (internal)

Room-In-Roof Insulation

Cavity Wall Insulation
-
Loft Insulation
-
Air Source Heat Pumps

High Heat Retention Storage Heaters

Solar PV panels

Heating Controls
Please note that all measures are subject to the property receiving a satisfactory survey from one of our qualified installers and being technically and financially feasible under the funding available within the programme.
